Tlio majority report of the Royal Commission declares that shipping rings afford steadier freight rates and more regular -service. It recommends the : formation of a Shippers' Association, to he recognised l>v the Board of Trade, with a view to a concilia lory settlement of disputes. The minority report declares that rings are necessary in the interest-; of British and colonial trade, and recommends the Board of' Trade to issue regulations. •" • • • ■ ••
