The Czar vetoed the Bill creating a naval/ general staff after it' had passed the Duma and the Council of the Empire. The Government introduced it. with the Czar's consent, but, the reactionaries led by De "Witte and Durnovo persuaded the. Czar that the Bill was an attempt to undermine the autocracy; De Witte's real object was Stolypiii's resignation, but the Czar refused to accept this. ,; , . /
