iWith reference to a request from the Oaniaru Chamber of Commerce that holders 'of' grain on Ist February be allowed to make declaration of quantity and brands, with."a view to having penalty remitted in ease of old grain having to be railed after Ist l'ebinary in sacks containing over 2001b, the following reply has been received from the' General Manager of Railways:— " With reference to your letter "of 19th inst. urging that the by-law regulating the weight of grain to be conveyed by railway in any one sack should be suspended po far as it 'affects any stocks of the'larger sacks-that may be in store at the present time. I have the honour bv direction ; l of the Minister, for Railw'avs to inform you that copies of the by-law were distributed to grain merchants, . farmers' unions, agricultural and pastoral associations, etc., as far back as January, 1908, in addition to which attention was called to: the provisions of the "by-law in . the newspapers and by notices exhibited at stations throughout the Dominion. After giving the matter every consideration, the Minister: is of opinion that those' interested in the 'gram industry have had full notice of the provisions of the bv-lau- aml ample time to make the necessary preparation therefor, and lie regrets tli'af be cannot extend the time as suggested' by -ye"-!! cluunbei;;-
