MR HALDANE'S PROPOSALS. Per Press Association. WELLINGTON, Feb. 12. Enquiries made to-day at headquarters regarding Mr Haldane's remarks on the creation of an army of the Empire, elicited the information that doubtless the cable message had reference to an attempt that had been made and which was progressing to have the outlying dominions and colonies of the Empire placed upon the same lines and establishments and examination processes as those which obtained in regard to the British territorial forces. Already something to this end has been done on the lines desired. It is this which makes possible the interchange of officers, of which an earnest may be seen in the contemplated despatch to England of four New Zealand officers which wi' 1 take place in a few weeks time, l.vii now Colonel Robin as chief of sc.-'l' is in close contact with the militr.r.' |>:r tions of the defence directors (I Treat Britain, and already the examinations of officers, the standards and methods and system and the character of the questions, problems, etc., submitted at the various examinations held under the Council of Defence have been re* modelled so as to secure uniformity with the territorial scheme which the British Government desires.
