AUCKLAND, Jan. 22. At tlie University Senate, Dr. L< itchett moved that it would be nil advantage both to the Government and the University if the Civil Service examinations were conducted bv the University. • " The Chancellor (Sir Robert Stout) said that there was an anomaly in ilie system of appointments. Ho declared that positions had been given to some officers over the heads of their seniors, and that many appointments Mere made of persons who never passed examinations. Pie thought it well to ventilate this matter, as justice would be ckme if public opinion were aroused. In supporting the resolution, lie said the Education Department was always the first to be adversely affected by, any stress in the country's finances, so that the less the Examinations Department had to bear the better. He thought there should be a. test of physical fitness for the Civil Service. The resolution was carried. /
