The Amerk;an House of Representatives . condemned Mr Willett's attack on President Roosevelt as execrable, and ordered it to - be expunged from the records of the House. Americans widely protest against Congressmen baiting the President. PROSECUTION FOR LIBEL. Received 10.25 p.m., Jan. 22nd. NEW YORK, Jan. 22. In the absence of a federal law of libel, an almost forgotten federal statute of 1825, covering offences in places ceded to the United States by a State, lias been invoked for the prosecution of the New York "World" under the New York State law, much as the libel cabled on January 18th was published within the military preservations at West Point and Governor Island; hence the evidence deals with its publicity there.
LEGISLATION POSTPONED

The London "Times" San Francisco correspondent anticipates that Bills 43 and 34 will be postponed for a week, the feeling in the Legislature being that the responsible public and press arc against such legislation, and that the Governor will veto the Bills in the almost impossible event of their passing. - . •
