The confidential portions of the report would be reserved tor the benefit of naval and military authorities. The "Times'' adds that with the Duke of Argyll, Lord Montagu of Bcaulieu, Admiral Seymour, General Baden-Powell, arid Mr W. J. C. Lancaster, the Admiralty engiueer,' it wctild be possible to constitute the nucleus of a Commission which would be able to approach the subject from every standpoint, and prepare an invaluable report. Leading nations would be invited, in connection with the public section, to send delegates; and thus the labours of the Commission would be of practical service to the whole civilised world.
