Tlie second report of the Royal Commission declares that State afforestation is practicable and desirable; and is capable,; temporarily, of employing in the Winter months 18,000 unemployed, permanently employing, ultimately, 90,000 persons. The commission recommends a loan to cover, the annual cost of £2,000,000 and expresses the opinion that the . forests would prove self-supporting after 40 ycai's, and after 80 years yield a net revenue of £17,500,000..
