Bills have been introduced in the Californian Legislature to empower the segregation of Japanese and Chinese by municipalities; to bar Japanese from public schools,; and to put various restraints upon them. President Roosevelt characterises the. measures .as a, piece of folly, bad faith, and iniquity. A Tokio message says that the Japanese press is evincing indignation on the subject.
