PROPOSED NEW RULES. Per Press Association. • CH RISTCH URCH, Sept. 18. A meeting of the Canterbury Rugby Union was held" to-night when the proposed : alterations to the rules of football were discussed at length. Certain conclusions were arrived at and it was decided to instruct the Canterbury delegates on th?
