Twenty-one countries are represented at the Inter-parliamentary Union .Congress at Berlin.
Mr Carnegie, in a letter to the tlelegates. suggests that the Kaiser is able to abolish wars and has only to invite Great Britain. France, and the United Statei, to join Germany m declaring that in view of the constant iuter-conimurucation of commerce- throughout the world the time has come when international disputes must be settled by urbi-rai on None of th»te Powers could afford to reject the invitation.
