INTERNATIONAL GATHERING OP TEACHERS. Pjressl Association-By Telegraph-Copyrtgul LONDON, August 4. The third International Ait Congress for the development of chawing and art teaching, and _ application, has opened at the University of London. Two thousand delegates, chiefly teachers of art, from all pails of the world, are prtbent. The Hon. W. P. Reeves, and Mr G. George, represented, New Zealand. ' Lord Carlisle, the president, commented sharply on the absence of any official representative of the British Government and its indifference to art teaching. He alio dwelt on the defects of the British system of art instruction, especially emphasising the gieat divergence, between its teaching and what the market demanded.
