On Mr Fisher's Bill to amend the Act, W substituting the Parliamentary for the residential qualification, the town clerk explained that at present the owner and his wife, and the tenant and liis wife have votes; bub under this proposal everyone over 21 years of age would be entitled to vole. There might be a Council elected entirely of non-ratepayers. They could not vote for loans only in elections. Councillor Itothwell reminded the Council that the people elected on the parlianientaiy franchise raised great loans —millions—for the country.—The Council decided to oppose this proposal.
