THE INDIAN BUDGET.

Buchanan, tke Under-Secre-tary for India, in submitting the Indian Budget to the House of Commons, admitted the general spread in certain districts of unrest, suspicion and distrust, and in some cases violent outrages, and said that Ihe Government were convinced that such methods were utterly repugnant to Indians and Europeans. Assurances were constantly received of the support of all sections in stamping out this hateful form of political disease.

THE LICENSING BILL.

LONDON, July 22. .Mr Talboi moved that the. Licensing Bill should apply to grocers and off licenses. Mr Gladstone opposed this-, arguing that the amendment would necessitate a separate compensation scheme, and a new reduction scale.

Mr Balfour, in a fiery speech. impngned the Government's sincerity ax temperance reformers. They attacked licenses because they wished to plunder political opponents, and dared not attack off-licenses, because they were afraid to quarrel with their political friends. The amendment was rejected by 308 votes to 126. and with the aid of t.he closure ihe elaitee was carried bv 313 votes to 140.
