Judges Court at- Dublin, said that the widespread official neglect to take precautions to prevent, catilenlriving wn>s so marked that the offenders themselves, like the suffer-' ers, be'ieved that driving had official approval. Leniency, beyond all reason had been attempted,/'and this, was. interpreted as imbecility, cowardice, and con- . nivance. The reports of officials throughout the country showed, that the spirit, of-violence and lawlessness was increase i.ng daily,, The plain remedy under the statute., law was in the hands of the authorities, and must be applied.
