THE NAVY ESTIMATES.

Tin- "Times" .says that although the navy estimates exhibit a nominal increase of "£900,000 the real increase is tinder £31.000. the biit being automatic and inevitable.
The " Times" implies that the Government reduced the original estimates by £500.000 below the point the Admiralty considered advisable. All the newspaper* realise that navy programme i.s temporary and anticipate a great increase in 1909. Lord Twcedmouth's Navy memorandum states that the Admiralty possesses abundant, war plan* and elaborate strategical operations. He declares that a iii.und knowledge of long range shooting ]& tlioroughly permeating the fleet. REDUCTION OF THE ARMY. LONDON. February 25. The '"Standard" deplores the reduction of the regular forces by 5000. and Bays that the reasons for inducing Mr Haldane to form a Territorial Army furnish an unanswerable argumont against reducing the garrison artillery bv a thousand.
