Relations between Russia, and Austria are disturbed owing to the latter obtaining from the Sultan an " irade" to construct the Nnvibiy.ar railway. It is feared that tin difficulty will lead to interference in concerted action in enforcing reforms in Macedonia. Received 11.25 p.m..-February 14th. VIENNA. February 14. Austria contends that the Novibizar is purelv a commercial undertaking. Russian vl'i'nion declares that Russia and Bulgaria are not less entitled to similar economic developments by means of the Danu-bian-Adriaf.ic line and the junction of the Bulgarian and Macedonian lines.
