UNDERGROUND DRAINAGE.

A special meeting of the Timaru Borough Council was held last evening, to deal with underground drainage matters. Present: the Mayor and Councillors Bowker, Mullin, Schmidt, Leathwick, Harney, Rothwell. Parks, Satterthwaithe, Oborn, Rothmond. Councillor Sealey sent an apology. • THE LOAN. -The Council confirmed resolutions previously passed—that the offer of the A.M.P. Society of the amount of the drainage loan, and the terms 1 of the offer, be accepted; that 6d of the amount of the general rate be allocated as security for the payment of interest and sinking fund on the loan; and appointing the Public Trustee as sinking fund commissioner. TENDERS FOR PIPES. The Mayor said the next business was to deal with the three tenders for pipes that had been received at the last meeting. Two of them were informal and all were too high, and the first thing to do was to pass- a resolution that they all be returned as too high. Some communication would be read that would be pleasing to all. A resolution was carried that the tenders be returned. The Mayor made a statement in committee regarding a conference with the tenderers, the result of which was that two amended tenders had been sent in. Mr F. W. Marchant, engineer for the work, was present, and made an additional statement. . Mr McSkiinming asked that the mandril test of diameter be reduced by | inch, and he (Mr Marchant) saw no objection whatever to that. Mr G'lark, Auckland, wrote regretting that the Council had considered his prices excessive. He enclosed his Auckland price list under which he was supplying pipes to the Dunedin Drainage Board, less 10 per cent. Comparing these with his tender, it would be seen that he had made a big reductjon—somewhere about 25 per cent. —

because of the size of the contract, and he was anxious to secure it; and therefore cut very low, considering the class of goods asked for. Their Auckland prices were, for 2ft lengths, 4inch 10d, 6in. Is Id, 9in 2s 3d, 12in 3s 4d, 15in 4s 6d, f.0.b., less 10 per cent., ordinary flanges, and they were willing to supply the Council on those terms, and supply extra good pipes, if delivery was taken at Auckland. He also offered to supply pipes of 3ft lengths in 4in and 6in sues, with detached sockets. These pipes could bo more quickly laid than the Hanged, and were stronger when laid. Samples of these were submitted. It was remarked that whatever the prices might. be, it would cost all the "10 per cent, off" to get the pipes down from Auckland. The amended tenders were, as follows, "A" McSkimming and Son, Stirling, "B" R. O. Clark, Auckland. The tenders are for 2ft lengths of pipes, except the 4in and 6in of "B" which are for 3ft lengths, with detached sockets :

Total for A, £7599; total for B, £9816. The amended tenders showed a very large reduction (about £3000) on the original tenders, and that of McSkimming and Son was now considered very satisfactory, as bslow current yard prices, and was unanimously accepted. This concluded the business of the meeting.
