A RUSSIAN ELECTF.D PRESIDENT. A CONCILIATORY SPEECH. Press Association-By Telegraph-Copyright Received 10.25 p.m., June 17th. THE HAGUE, June 17. _ M. Vantets, the Premier, welcomed the delegates at the Hague peace convention, and delivered a formal inaugural address. M. Nelidoff. the Russian delegate, was elected president of the Peace Convention. In the course of his speech in assuming the presidency M. Nelidoff reioiced at the increasing disposition of the States to iesort to arbitration, but lie counselled the Conference against being too ambitious, adding that nations had the same passions and weaknesses as individuals. M. Nelidoff remarked that if Courts of Justice, despite the severity of penalties wherewith they were armed, failed to pievent quarrels, it would be the same between nations, although progress, conciliation and the softening of manners ought to diminish such cases.
