To the Editor of the Timaru Herald. .Sir. People wonder .-ometinies why such places as liniaiu do not go ahead and develop quicker than they do. One of the must dc-wi-oving influences that are-at work ':.- the non-payment of wages for _ work on ih- completion of each ielective job. Two instances can l>e placed on record stiaight awav of locat men employed in that capacity" who did not get their wages at the completion of their work. What does this mean? I. take it when an ein-ploA-er discharges, a man for casual work he "ought to pay him right away, for if anv man's time is precious it is the tinu- of the man who is casual and must of necessity hunt for his work more so at least than the man having perm;inent- work. More than that, I believe there are men. in the district Avho would willingly shirt business on their own account but for this reason, not having capital. Why then should other men usurp the position in this unprincipled manner? It must be admitted this is an evil, not only to the working casual employee, himself but- to other employers Avith capital, so that it strikes in two directions, there is too much of this in Timaru and 1 hope Avorkng men will endeavour to stop this evil by refusing to work for .such men and also that employers Avill refuse to be a party to such unbusinesslike transactions by men who. -properly speaking, have no Ti»ht. to be in business in anv capacity.— I'am. etc., OBSERVER.
