Mr Balfour, in presiding at a. great Unionist demonstration at Green's ilall, said that failing devolution had' brought a ne'n' situation which was full of dangers. He feared that the Government,. having failed in their legislative proposals, -would endeavour to conciliate the Nationalists by administrative relaxation. Mr Birrell's theory, seemed to be that the duty of dealing with the violators rested on the victim of an outrage instead of on the guardians of the peace. Now that the sham of devolution was exploded, the naked issue was : Is the country going to maintain the Union or be faithless thereto V They were back again to the situation of 1886, and if the issue was plainly submitted' to the country ho was convinced' that the Unionists would obtain a third victory oysr Home Rule. Lord Lansdowne said the real canker in Ireland was tyranny and' illegal organisations, which was eating the country's vitals and trading on her worst passions. Mr Long declared that enforcing live law was the only means of prosperity. Resolutions we're carried with.enthusiasm condemning the Government's Irish policy and demanding a vigorous administration of the law. -..._. ■•.
