Those present included Sir Reginald Talbot, Lord Tennyson, the Agents-General lor the Colonies, the vice-chancellorsi and other representatives of leading universities in Britain and the colonies. The Earl of Crewe, Lord President of the Council, in welcoming the delegates on behalf of the : Government, said that the Conference, though due to private initiative, had received official sanction and encouragement. It would be the first of a series of conferences which were to be l held in different centres of the Empire. . Mr Bent, Premier of Victoria, .described "Victoria's free compulsory secular system, and said that it -vra-s so constituted' that a man possessing brains cctuld pass from the primary school to the university. Education was Victoria's best asset, hence it was worth the £BOO,OOO spent annually upon it. The " Times " describes the Federal Conference on Education as the most remarkable feature of the day.
