The New South Wales Arbitration Court, in registering the Sydney Wharf Labourers' Union, made'a rule-to the effect that anyone -who applied to the secretary of the Union could become a member. But when certain persons (euphemistically described as " scabs") applied to becoms members, they were refused admission by specific resolution, and so were kept out of the Union. Ihe matter came before the Court, which held that the Union had not bona fida observed its existing rule, but had absolutely set it at nought. As a punishment, therefore, Ihe Court cancelled the registration. This, however, enables the Union to do jiut as it wants to do—to keep out men it does not like and as the employers are quite ready to come to terms with it, independantly of the Court, and have actually agreed to the exclusion of non-unionists, it gets all it wants without the Court.
