THE EDUCATION QUESTION.

Air David Thomas's Education Bill has been raid a first- time. He proposes to fiva the local education .. authority two thirds instead of one-third representation in connection with the management of " non-provided" schools. He stated that the Bill is urgently required in Wales. Replying to Earl Russell's question Lord' Loreburn (Lord Chancellor) admitted that the groat anomalies in naturalisation were fatal to the idea, of unity of citizenship ■within the British dominions. There was no more thorny question imaginable, but a, subsidiary conference might try to ascertain whether it was possible to do anything in the direction of unifying the laws of and common citizenship of the Empire.
