- EFFICIENCY OF OFFICIALS. United Press Association—Per Electric Telegraph—Copyright. LONDON, February 21. The New York correspondent of the "Times" reports that under the law allowing the Governor to take proofs' of •efficiency of State officials, Mr Hughes, Governor-of New York Stale, created, consternation among politicians and political office-holders by summoning and publicly examining Mr Kel.sey, State Insurance Superintendent, a man of integrity ar.d ability, who had refused to resign, preferring to rely on the support of a friendly State Senate. .Mr Kelsey, in reply to Mr Hughes' questions,, confessed thai: i:e had lead Mr Armstrong's insurance report- only cursorily, and made other admissions.
