Viscount Gosclien died ■ suddenly to-day from heart failure.. : 3lany: tributes to his memory have been received. Viscount Goschen was born in 1831. He was M.Pi- for the Citv of London • from 1863 to 1880, for .Ripon 1880-85; Edi.u.burgh East, 1885-6, and St. .George's, Hanover Square, 1887-1900.. He was appointed vice-president Of: the Board'of Trade in 1865; Chancellor of the Duchy of Lancaster'lß66:; .President of the Poor LawBoard in 1866; First Lord of the, Admiralty in .1871. He was special Ambassador to "Constantinople from 1880 to 1881. He was Chancellor of tlie Exchequer from 1887 to 1892, and' First Lord ■■ of the Admiralty from 1895 to 1900. He took a, leading • parfc-- i» opposing Mr Cliamberiam's fiscal proposals: in 1903. and 1904. -He. was author, of several financial pamphlets, one of the b=st known being "The Theory of Foreign Exchange," and has also published, a aiumb&r of addresses on educational and social subjects. • ■• .
