Henceforth the Indian Government's Secretary to the Army Department will be given ■the same powsr.s as secretaries in oilier departments. . Comniandersr chiefs and Subordinates will not be allowed to-submit paj)ers and cases to the Commander-in-Chief except through the secretary. f'| The "Times" states that this is"a statesixnanlike and wise decision.
