The majority report of the ftoyal Comnfiesion on Trades Dispute denies that workmen are punished merely for peaceful picketing. It proposes to omit. "■watching ".' and * besetting" in the subsection of section 7 of the Conspiracy and Protection of Property Act of 1875, and to insert words making the essence of the offence a reasonable apprehension of violence. Four out of five of the commissioners think that the law of conspiracy needs amending or clarifying. The majority advise increased facilities for incorporating Trade Unions, and recommend that the separation of fund" should be facilitated by a statutory enactment. The chairman and Mr lichen consider that separation proper would l>cncnt the funds, and must he accompanied by n condition that the funds separated shall not be available for mibtant purpose*. Messrs Lihdiington and Lewis dissent in \ the proposal thai the provident funds shontd be exempt from liability.
