A CANADIAN OFFICER'S SUGGESTIONS.

LONDON, February 9. Captain E. Lascelles, the Canadian who served on General Hutton's staff during the Boer War, read a paper at the Royal United >Seryice Institution, in which ho suggested that- the colonies should provide, train and mobilise an Imperial service legion of 20,000 troops. Canada' to raise 10,000, Australia 6500. and New Zealand 5500. He believed, that/the colonies could easily find tHe men. and many officers of the colonial forces that- served in South A fries wou'd probably be available. He estimates the cost at £250,000 annually, exclusive of ammunition, mobilization, stores and subsidies to transports.

General Hutton. in discussing the paper, considered that there was no hope of inducing the colonies to accept such a scheme. It was out of the question to suggest any control of the Dominion and C&nimonwenlth forces, outside of Canada and Australia. . ■ . • V r Tlie Earl of Glasgow presided.
