The repeat of the Navigation Commission is likely to be ready for presentation to the Governor-General next week. It is understood that by a majority of one the Commission affirmed the principle of preference to British seamen, and the carriage of British goods ini British tiottoms. STARVING NATIVES. PERTH, February 7. A balf-caste aboriginal brings a gruesome story from the Northern goldfi&ds. He says that the blacks there are starving. They aro resorting to cannibalism and eating their own children. The man has come dowa to ask the Government to do something for the blacks, amongst whom disease also is rampant.
