TRANSFERENCE OP NAMES, Mr D. West,'(architect of this town, informed a member of the "Herald" staff yesterday that lie; ha'ff baen prevented from exercising avotjj'jtb last week's municipal, election, owing to'Wie-fact that his name had, w!tWut'liis''inowledge or desire, been transferred front a ward in which . there was a contest; for seats 011 the Council, to a ward in which there was no contest. As there was ho' contest in the latter, ho considered that he had been- practically" disfranchised. Ho ha'd- asked for •ah explanation in the. proper /quarter; but "ha'd not succeeded in getting satisfa'ctiorv? . _ The "Municipal; Corporations Act of 1900 prescribes the manner in which district electors lists shall be compiled, as follows: "It -shall be the dut-v of the town clerk to enter on the district e'eetorn., list ; (he name of every person 'who, to r the" clerk's knowledge/; possesses any qualification entitling hiin to be entered thereon, or who in the prescribed form makes-claim to be entered thereon. "A person having qualifications inmore than one ward may select the ward for which he-Is to-be entered. "In default of a selection being made, the town clerk may select the ward.
