The Boer leaders admit that they are dissatisfied, but they will accept the Constitution and- participate in the elections. A Boer meeting at-Heidelberg adversely criticised the Constitution regretting that the many restrictions implied distrust of the people. Inner Boer circles believe that if a protest is made when a Liberal Government is _in office responsible government will ie instantly conceded. - .
