A ukase issued by the Czar cancels the peasants' debts, amounting to seventy-five million roubles, in u number of Russian Governments. This concession is due to bad harvests since 1857. Cossacks at- BaQystock are terrorising the Jews and beating men, women, and children, even in the synagogues. They are also breaking into the (houses. The police are powerless. The Jewish hospital is full of wounded. In a conflict between troops and strikers at Czestochowa four strikers were killed and twenty wounded. RELIGIOUS REFORMS. AN ENTHUSIASTIC RECEPTION. The Russian Government have decided to" remove, under the decree conceding liberty of worship, the restrictions, against dox dissenters, Romait.Catholics, Mohammedans, and Buddists.
