United Press Association —Per Electric Telegraph—Copyright. Received 11.1 p.m., January 20th. PARIS, January - 20. The British and Russian statements ol fact regarding the Dogger Bank incident have been submitted to the Paris Commission. Both - adhere to their stories. The Russians allege that they, fired on two torpedo boats. When the fishermen were'noticed the flagship signalled in order to protect them, but-the imperious duty of protecting the battleships' rendered it necessary to continue the firing. Shortly after the torpedo boats withdrew and. disreport Admiral Rozhdestvenskj' explained that he felt it absolutely necessary to continue his journey, and • that under the circumstances he- was 'entitled and bound to act as he did. :
