Built and building England has 66 battleships of 811,000 tons displacement; France 33 of 338,000 tons, Russia 25 of 281,000 tons. Of armoured and protected cruisers England has 138 of 907,000 tons; France 62 of 528.000 tons ; Russia 26 of 164,000 tons. In all the main elements of naval strength we were equal to the two-Power standard.
