In the course of an address at West Leeds Mr H. J. Gladstone declared that there was no alternative government actually possible. His declaration greatly irritated the Liberals, and Mr Gladstone now explains that he made the statement in order to emphasise the necessity of converting the electorate to the Liberal Party's doctrines. Sir Michael Hicks Beach, replying to a deputation of miners, said that the duty on exported coal would fall on the foreign purchaser; that the export of coal had doubled in 13 years, despite higher freights and the imposition of import duties abroad. A RUSSIAN PEACE APOSTLE. M. Bloch, the Russian peace apostle, connects the recent visit of M. Delcasse io St. Petersburg with liis effort to bring the Chinese question before the Hague Arbitration Committee. M. Bloch also connects the French Minister's visit with the proposal for a reduction of the military service and the transformation of the armies of the Powers, owing to the lessons taught, by the war in South Africa.
