The Daily Chronicle considers the New South Wales Budget an admirable piece of democratic statesmanship, standing out m special relief to Sir G. R. Dibbs' shuffling and retrograde finance, but the limit of exemption from the income tax is perhaps rather high. MR WARD. The Canadian Government have m vited the Hon. J. G. Ward to visit Ottawa to discuss matters of general interest as between Canada and New Zealand. Mr Ward accepts the invitation conditionally on his engagements permitting it. v Mr Ward informed the colonial party of the House of Commons that New Zealand desired a naval station m view of the results of the Japanese war. Sir Charles Dilke considered the station m Sydney was sufficient. WEST AFRICA. Captain Lugard has returned from West Africa. In the course of an interview he vouched for the truth of the statement that the Governor of Dahomey had led a French expedition up the Niger river, and he declared that two large forces are assembled at the lower river. Captain Lugard concluded a treaty with the chiefs of Borgu on the Niger without paying attention to French claims. May 12. The Times does not question that the French seizure^of British territory m the Niger claims involved a monstrous pretension, and that the good feeling existing between London and Paris alone prevented the company's troops from ejecting the French. LORD ROSEBEI-tY. May 12. Lord Rosebery is cruising m the Channel under medical advice. MR REID'S PROPOSALS. The Sunday Times declares that Mr Reid, of Sydney, is playing well up to Mr Rhodes' proposals, and means to open new markets m England. NEWFOUNDLAND. Ottawa, May 12. The Hon. J. G. Foster, Minister of Finance, states that Newfoundland has agreed to union with the Dominion. THE BEHRING SEA AWARD. Victoria, 8.C., May 12. The Government complain that the United States have not yet paid the Behring Sea award ; that the fishermen are, therefore, practically penniless, and unable to refit for the present season. Paris, May 10. The French press reports that the Governor of Dahomey completed the formal occupation of the Hinterland up to the Niger. RELIGIOUS EXCITEMENT. The French religious orders are intensely excited, and unable to decide on the attitude of the taxation of the bishops and are disputing it. The cardinals, priests, bishops, and 150,000 monks ire affected by it. Bishop Puget urges that the tax be paid under protest, as refusal means war against the State and a casus belli between France and the Vatican.

GERMAN POLITICS. Berlin, May 10. The attitude of the Reichstag renders it unlikely that the anti-revolutionary Bills will be passed. May 12. In the Reichstag the anti-revolution-ary Bills which were virtually abandonod by Prince Hohenlohe as hopeless, were rejected. The Minister of War declared that the German army was a solid wall, and that it was useless fof the Socialists who had opposed the measures to attempt to destroy it by merely picking at the foundations.
