LEGISLATIVE COUNCIL.
The Counoil met at 2.80 p.m. JFAOTOBIBS BILL The Factories Bill was recommitted for the purpose of inserting an amendment by Mr Bonar exempting fish preserving factories from tho operations of the Bill. He said that the whitebait factory at Hokitika wat worked for & short period m the year when fish had to be preserved at once or bo spoiled, and it would be oruel to deprive many women and children from earning wages by plaoing the factory under the provisions of the Bill, The amendment was agreed to and tho Bill reported. BILL PABSBD. lhe Inspection of Machinery Amendment Bill passed its final stages. IAND ACQUISITION Bill. Sir Patrick Buckley moved the second reading of the Land Improvement and Native Lands Acquisition Bill. Mr Ormond, whilst not opposing the Bill, considered that it would have been better if the objects sought to be obtained had been introduced m separate Bills. Mr Stovens congratulated the Government on their desire to acquire native land. If the purchase money was to be raised m New Zealand, debenture-holders would be liable to be taxed under the Land and Income Tax Act. The ceaond reading was agreed to on the voices, and tho Bill referred to the Waste Lands and Native Affairs Committee, SCHOOL ATTENDANCE Bill. lhe Sohuol Attendance Bill was committed. On the motion of Mr ■ Bowen a provioion was added to clause 3, enabling parent* dissatisfied with the Committees' refusal to grant exemption certificates to appeal to tho Education Boards. Mr Macgregor carried an amendment, enabling member* of committees as well as truant offioers to prosecute parents who neglected to send their children to school. The Bill was reported as amended. SECOND HEADINGS. The Baling Act Amendment Bill was read a second time. Mr Montgomery moved the second reading of the Bating on Unimproved Value Bill. Mr Pharazyn, believing that the Bill was mischievous m principle and calculated to injure the poor man at the expense of the rich owner, moved a hostile amendment that the Bill be read that day six months. The debate was adjourned. The Council rose at 5 p.m.
