They pursued Portuguese settlers and captured arms and ammunition. Further risings of natives are feared. The Governor protested sgaiDst British marines landing. The town is protected by barricades, and the foreign residents have formed a volunteer contingent. A CAUTION. Beblin, September 26. The Kaiser concluded a speech at Thorn, addreßsed to malcontent Poles :— " You know I can be very disagreeable." EAST AFRICA. German troops m East Africa have suppressed a revolt headed by Übi. Their loss was twenty killed and wounded. (Special to Pbess association,) Received 11.10 a.m., September 27th. THE FRENCH BUDGET. Pakis, September 26. The French Budget proposes to reduce the expenditure by £1,500,000, and meet the deficit of £1,000,000 by increasing the succession duties. CURE FOR DIPTHERIA. Bjekliw, September 26. A congress of German scientists has formally approved of Professor Behrings cure for diptheria by injecting animal serum. The estimated discovery will be the means . of saving one million and a half lives m Austria and Germany alone every decade. ACCIDENTS TO BRITISH CRUISERS. London, September 26. The British cruisers Scout, Fearless, and Phaeton, belonging to the Mediterranean Squadron, during a short voyage, were all disabled by accidents to their machinery. The Fearless narrowly escaped being wrecked and was compelled to go into dock. A PREGNANT STATEMENT. Mr Chamberlain m a speeoh asserted that the balance of power m the House of Commons was held by men whose character and actions are alien to the British spirit, and who are subsidised by foreign gold.
