The writer gives a short aooount of Bumford's life, showing how he, an American born citizen, came to bs m a portion of suoh power m a foreign country. Beggary m Bavaria was an organised imposture, and a good beat would be handed down as a legacy* Th« energetic Yankee statesman attacked the question as he did problems of science: He studied beggary and beggars. How would he deal with one individual beggar ? Send him a month to ptieoD, to beg again. as soon as he came out f That is no remedy. The evident course was to forbid him to beg, but it the same time to give him the opportunity to labour : to teach him to work, to encourage him to honeit industry. And tbe wise ruler resolutely set himself to provide food, comfort, end *Ofk for _ *yery vagabond and beggar m Bavari», and did it. . . . the cheapest provision, as well as tbe best, for all who are able to work, is to provide them with employment: "And hare do not run away with the fallaoy that employing the idle will take work from those who are; -now industrious. * ... .all idlers are a busthen upon industry. He provided large, airy buildings, . and named them Houses of Industry, stored them with material* and tools for useful manufactures! Each house had a large itfningroom m which the workers were supplied with an eoono-aieal- dinner, laeh was paid tor his work besides. Count Bumford carried out his reforms with the fteiutanoe of the Bavarian army, but at we have not an army to assist tis, why should not each municipality be empowered to carry oat suoh a eobemo with the assistance of the civil power. The great experiment wae a complete and triumphant succeis. When Count Bumford wrote his account of it, it had been fife years m operation ;it was, financially a paying speculation, and had not only banished beggary, but had wrought an entire ohange. m the manners, habits, and very appearance of the most abandoned and degraded people m tbe kingdom. ' '
