Stout, discussing the federation question, says that the borrowing powers of Local Governments should be restricted by the Federal Government. He conBiders that tho question of finance will be tho great difficulty m the way of Federation. The States should perform their functions out of revenue alone, unless loans are required for purposes which will pay interest on them. In New Zealand the commercial element, many farmorß, and some manufacturers, are m favour of Federation. It ia incumbent on the promoters of federation to devise a scheme which will enable the individual States, while contributing to the federal revenas, to liquidate the interest on their own debt.
