TAKB NOTIOE that at a special meeting of the Geraldine County Council held at the : Council's Offices Timaru on tho Bth Day of SEPTEMBER, 1892, resolutions (passed on tho 11th Day of AOGUBT, 1892), were adopted. (1) Repealing the By-Law No. 2, relating to Traction Engines made on the 15th APRIL, 1886, and which came into force m tbe County on tho Ist MAY, 1886. (2) Making a new By-Law regulating the conditions on which Traction Engines may be allowed to pass along the Public Roads and Bridges within the County. AND TAKE NOTICE that the objeot or purport of such By-Law is as follows : — (1) The term " Traotion Engine " or " Engine " shall •■ mean a Locomotive Engine usually propelled by steam or other generated or motive power not being used on a Railway or Tramway. The word " Road " shall mean a road aa defined m Seotion 78, Publio Works Act 1882 and includes Oounty, District, and Main Roads. (2) To require two persona at least to accompany an Engine whilst it is travelling and prescribing their functions. (3) To require the person m charge of an Engine, if requested by the rider or driver of any horse, stock, or vehicle, to atop auoh Engine and assist ouch person to pass. (4) To prescribe the lights to be carried by Engines travelling between sunset and sunrise. (5) To provide for the name and address of the owner being painted on every Engine. (6) To require the driver of an Engine to givo as muoh space as possible to other traffic. (7) To regulate the speed of Engines. (8) To regulate the whistling of Engines and blowing off steam. (9) To regulate tbe crossing of Traction Engines and Combines, Carriages and Waggons attached thereto, over Bridges and Culverts. (10) To regulate the discharge of aahes on any road from an Engine. (11) To regulate the use of studs or ringß of iron, etc., attached to tbe level of the faces of the tires of wheels of any Engine or . any Combine, Oarriage, or Waggon attaohed thereto. (12) To regulate the weight to be oarried by and the width of tires of any Combine, Carriage or Waggon attached to or drawn bj an Engine. (13) To provide for the weighing of any euch Combine, Carriage or Waggon and its load. (14) To require the notification by the person m oharge of an Engine of any damage or injury done by auoh Engine or any Combine, Carriage, or Waggon attached thereto to any Road, Bridge, etc., and the erecting of signals by suob person for the protection of the publio. (15) To require the reparation of any suoh damage or injury by or at the expense of the owner or person having oharge of suoh Engine. (16) To specify the Bridges iv the County over whioh Engines weighing (together with the maximum weight of coals and water whioh they are constructed to carry) more than aix tons shall not be taken. (1?) To provide thot no Traction Engine which (together with the maximum weight of coals and water it is constructed to carry) weighs more than tweive tona shsll be taken over the Opihi Bridge over the Opihi Biver. (18) To provide that no Engine shall cross the Opihi bridge between 8 and 10 a.m. aud 3 and 5 p.m. (19) To regulate the distances whioh shall separate an Engine from the Combines, Waggons, and Carriages, drawn thereby, and which shall separate such Combines, Waggons, and Carriages, whilst orossing Bridges. (20) To provide for registration of Engines. (21) To provide for the registered number of every Engine, the exsot and true weight thereof and tbo maximum weight of ooals and water neoeisary for its propulsion boing painted or marked thereon. (22) To provide for the exact and true weight of every Combine, Carriage, or Waggon drawn by an Engine being painted or marked thereon. (23) To provide for the. weighing of any auoh Engine, Combine, Carriage, or Waggon. (24) Every peraon employed m driving or conducting an Engine shall have the certificate of registration of suoh Engine m his possession and must produce it on demand. (25) Nothing m this by-law to relieve owners or employers of Engines from libility m reapect of injury done aud damage occasioned or sustained by reason of excessive weight or extraordinary traffic over or along any Bridge, Boad or Culvert. - (28) Any person committing a breach of or failing to comply with the provisions of this bylaw is liable to a penalty not exceeding £5, and for every day or part of a day during wbioh such breaoh shall continue auoh person is liable to a penalty not exceeding £5. (27) Thia by-law comes into force m the Oounty on the lit day of November, 1892. A Meeting of the Goraldine Oounty Counoil to confirm tbe foregoing resolutions will be held at the Oounoil's Offices, Timara, on the ISth day of OOTOBER, 1892, and a copy of the above by-law is, and will remain deposited for publio icspsotioii, during office hours, atthe Council's Offices aforesaid,- until the said Meeting.
