The French Court of Appeal has confirmed a judgment annulling tbo will of a Frenchman named Louis August Traters, who died m 1883, and left his money to the London workhouses or poor. Ho instructed his executor to consign his body to the deep juit off tho English const, declared that France had always oppreised him, [and that the French were a nation of dastards and foole, nnd that he only wished ho had million* that ho might give them to tho English, tho born enemies of stupid Franco. Miie court hold thnt tho London ppor nnd workhouses had no legal representative?, nnd that such antipatriotic sentiments indicated insanity. An exchange has tho following : — ' Tho high hat m theatres is doomed m California. A Hill has been introduced m tho Legislature which settles that nuisanco It begins p.s follows : - ' Section 1. It fhall be unlawful for any epectator m any public plsce of amusement to wear a covering for the bead which fhall reach more than threo inches nboro the crown of the head, or moro than threo inches boyond the latrrnl circumference of the head j and any pereon wearing ouch s covering for the head ahall bo guilty of a misdemi-nnor, .i:ul ehall bo fined m a turn not lef s than Jtl nor moro than £2, or bo imprisoned m tho county iraol not less than two iltys, nor more than fix dajs ; provided, that this Act shall not apply to femnles more than thirty. live jenrnof a;>o.' The penalty does not matter much, for any Californinn lady would gladly pay £2 to havo her own way nbout anything ; but the merciful proviso, excepting ladies over thirty-five veara, is fatal to the fashion."
