In his report on the Wellington Hospital, the inspector says: — Notable reductions were effected m all the chief items. In the matter of tea alone, taking a period of three months, the consumption was reduced nearly a half. The wines and spirits bill was £127, as against £133 m the previous jear. All this has been eflected by the energy and vigilance induced by the change from Government control. The number of inpatients during the year was 615, a daily average of 76. Of these it is significant to find that 46 were cases of typhoid. The Duke of Edinburgh (Bays a London cable to the San Francisco Chronicle) has beon guilty of a piece of senseless extravagance for which he ought to be sharply reprimanded by the Admiralty. An immense boom was recently constructed m the Malta dockyard by the Duke's orders, at a very considerable expense, and it was shipped on board the Temeraire for conveyance to Argostoli, as the Duke had conceived the idea that it would be a fine idea to place this boom at the entrance of the harbour there, and then to test the powers of the Polyphemus by making her burst it. Just as this crazy experiment was on tho point of being tried, it was pointed out to tho Duke by some officers who were more practical than himself that if by any chance tho Polyphemus did not cut the boom clean m two a fearful catastrophe would be the result. The Duke reluctantly abandoned the idea. The boom was one of the largest and most elaborate that ha 3 ever been seen, and it has now been returned to Malta, where presumably it -will be sold for a trifle, being perfectly useless.
