SOUTH CANTERBURY BOARD OF EDUCATION.

■■■ ♦ The ordinary monthly meeting of the South Canterbury Board of Education was held m the Government Buildings yesterday. MEJIBEKS PRESENT. Messrs G. W. Goldsmith (chairman), J. Talbot, E. A. Barter and the Revs. G. Barclay and T. Jasper Smyth. chairman's statement. After the minutes of the previous meeting had been read and confirmed and the chairman had stated that things generally m connection with tho various schools m the hoard's district were going on satisfactorily the question of the APPOINTMENT OF TEACJIEBS Came before the meeting. Mr Barker then moved the notice of motion standing m his name — "That as hitherto all applications for tho posts of teachers previously classified, and remarked upon by the Inspector and chairman be transmitted to the Committee and that the chairman appoint on tho committee's selection, except when he deems it advisable to refer to the Board." Mr Talbot seconded the motion which, after a long and animated discussion, was lost on tho casting vote of tho chairman. INSrECTOIi'S BErOIIT. The Inspector's report was read as follows: — " I have the honor to report that sincr, my appointment I have examined the following schools : — Waahdylte, Wai-iti, Seaview, Kinysdown, Claremont, Waimataitai, Pareora, St. Andrews, Sutherlanda and Pleasant Point. I have also begun tho examination of the Timaru Main School. I regret that I cannot lay before the board the reports of all the schools 1 have examined, as I am still engaged on the papers. I purposely delayed completing the results till I had tho opportunity of visiting several of the schools, so that I might form a fairer judgment of the work done by the experience thus gained. I expect m the future to have the reports for each month's work ready for the board meetings. " I am of the opinion that the results m pass subjects should be forwarded to the schools as early aa possible after the examination, and that the teachers should not be kept m suspense as to the success or failure of their pupils till those results have been laid before the board. 'By the present arrangement the classification of each school for the followingjyear'a work is unnecessarily delayed, and those schools which chance to be examined at the beginning of the month are placed at a disadvantage from the greater delay arising therefrom. Barclay moved, and the Rev. T. Jasper Smyth seconded, and it was carried — " That the Inspector be authorized at tho earliest moment after examination, to hand to tho teacher and committee tho numbiT of passo3 gained and the new classification ff the school." The Inspector also handed m his report on tho St. Andrews, Kingsdown, Pareora, and Sntherlands schools. That on the St. Andrews school was of .1 very favourable nature, and that on tho Kingpdown school stated that tho pupils had passed very well m class subjects. Tha classes m tho Pareora school had done good work, moro especially those under tho charge of Mina Jifcuate, whoso system of teaching tho Inspector spoke highly of. The results of the Suthorlands Bchool was unsatisfactory and poor throughout. MISCELLANEOUS. Mr Talbot moved, Mr Bnrker seconded, and it was carried—" That the chairman, tho Rev. George Barclay, theßev. Smyth, Dr Foster and tho mover, bo a scholarship committee, with power to appoint examiners, and to take any other action (hat may bo necessary, the R«v. Geo. Barclay to be convener." Tho R<;v. George Barclay moved, and tho Roy. T. J. Smyth seconded—" That tho following building committee be appointed, namely, tho chairman, Messrs Talbot, Foster, the Roy. Smyth and tho mover, such committee at an early date to submit recommendations re buildings to be erected, repairs, ifcc. , ta be carried out, &c, during tho year 1887."— Carried. Applications .vero received from the Orari Bridge and Waituna Creek School Committees, and ordered to bo attonded to. INTERCHANGE OF INSPECTORS. In reply to a communication received from tho Otago Education Board, m reference to an interchange of inspectors, tho Board did not consider they were m a position to utilise such a proposition at presont. Tho board then adjourned for lunch, and on resuming, tho following C'OKKESPONDENOE Was read and dealt with : — A tender was received from Mr Fitzgerald for leasing 25 acros of tho reserve it Belfield. A3 the terms of the tender were considered satisfactory, the board accepted ihe tender. Tho Hunter School Committee asked ihat certain repairs be dono to tho roof of tho school, and estimated them at £8 L2s. To be reported upon. Tho Hook School Committee applied that the closets nt tho school be shifted to a better sits to savo tho pits being flooded during wet weather, — An estimate to ho given. An application was received from tho Pare'ua School Committee recommending ;hat Miss Jefcoato be appointed assistant nistress. The Inspector to report at the begiuning if tho year. A commnn'cation was received from the Wanganni Education Board re tho Gonent circular about repairs. The secretary was instructed to inform hat board that this board had taken iction on the matter. Tho St. Andrews School Committee requested that their ; head master bo iskrd to resign. The secretary to reply that the board :annot comply with the request on any information at present to hand. Tho Gapes' Valley Committee asked For a prant to finish the school poreh — An estimate to be s>nt. Tho Waimate School Committee applied to tho Board fur an additional pupil teacher for tho Waimate School. It was decided to wait till tho end of tho year before ai.y action was taken on the matter, as tho secretary informed 'the board that tho Fchool had a full teaching staff, though at the beginning of next your ono of the pupil teachers' time would bo up. The Rangitata School Committee urged the board to take steps to enlarge tho 3choolhouae, as it was inadequate for its present requirements, and m hot weather it would bo very deleterious to tho health of Ihe children. The application was referred to tho Buildina Committee to report upon. TheMakikihi Committee also asked fur an enlargement of their schoolhouae. Referred to tho Building Committee. The O,*ihi [School Committee wrote asking that the school closets might be separated. — Referred to the Building Committee. NOTICE OK MOTION. The Rev. George Barclay tabled the following notico of motion to be dealt with at the next meeting :—" That at next board meeting I shall ask what moans the architect adopts to ascertain the bond file character of work done m concrete before giving a certificate."
