(Reooived 1.25 p.m., Nov. lilt.) Sofia, Oct. 30. General Kaulbars has presented bis ultimation to the Government, complaining of the treatment of Russian subjects in Bulgaria, and of the general terrorism which prevails in the country. The uUimation declares

that if a satisfactory answer is not returned within three days, the Russian agent will leave Bulgaria, taking with him the Consular stuff, and that the Regency will be bt!d responsible for the consequences. In reply the Government have requested General Knulbars to supply them with the names of those who have been molested. (Received 1.45 a.m., Nov. 2nd.) In order to satisfy the demands of the Russian Government, the Regency have ordered the release of the persons implicated in the arrest and deposition of Prince Alexander. General Kaulbars has evaded replying to the reqnest of the Bulgarian Government that he should name che Russian subjects who have been maltreated, and has retracted the ultimatum he recently delivered, but he declares that be will leave Bulgaria if the complaints made by Russian subjects are repeated. The Grand Assembly was formally opened to-day. In the speech of the Regency, which was somewhat brief, proposals were made for the election of a Prince.
