LoNDoy, Oct. 15. The commander of the Bulgarian ] troops at Rnstchuk has been' arrested 1 for obeying General Kaulbara.
[Received 1.30 a.m., Oct. 18th. , Oct. 17. M. Stvansley, a Bulgaria Envoy, bas been authorised to arrange a Treaty of Alliance with Servia. ■ The Berlin Bourse distrusts the Russian securities, and many have been thrown m the market. The Russians declare that England is the cause of the distrust.
