The Pall Mall Gazette to-day states that Lord Charles Beresford, Naval Lord of the Admiralty, has addressed a memorandum to the Admiralty severely condemning the shortness of the personnel m warships m commission, and their supplies of coal, and the tardiness displayed m mobilizing. His Lordship asserts that no plans exist for a campaign, nnd insists it is necessary to extend the Intelligence Department of the navy, and organise fleets m preparation for war.
