BULGARIAN CRISIS.
( Per Electric Telegraph. — Cop yrioht. ) (Rbctter's Aoenci.) (Received 2.50 p.m., Oot. sth.) . Vienna, Oct. 4. The Austrian Government recently made a proposal to the other Powers for a conference to be held to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have forthwith replied declining to agree to the proposed conference. Sofia, Oct. 4. A mass meeting was held m this city to-day, to protest against the demandsof Russia m regard to the future government of Bulgaria. General Kaulbara was present and proceeded t harangue the meeting, but was shouted donrn and left the hull. Before doing so he warned those present not to disregard the advice of Russia. (Received 1 a.m., Oot. 6th.) Sofia, Oct. 5. General Kaulbars, who is at present on a tour through Bulgaria and Rou. melia, has given a formal notice that the elections for the Grand Sobranome will be illegal. (Special to the Press Association.) (Received 1.35 a.m., Oot. 6th.) London, Oct. 5. It is believed that General Kaulbars is trying to provoke a rupture m Bulgaria. The speeches of M. Tisza and Lord Randolph Churchill have encouraged the Regenoy to stand firm.
