BULGARIAN CRISIS.

The Regency replying to the Russian ultimatum demanding the adjournment of the elections for the Grand Assembly and the release of tbe prisoners implicated m the arrest and deposition of Prince Alexander, have expressed their willingness to comply so far as the Bulgarian laws will permit. General Kaulbars, however, is not satisfied with tbis, and insists on a more precise answer. (Special to the Press Association.) (Eocoivod 11 p.m., Oct. 4tb.) London, Oct. 3. The existence of a plot m which it bad been arranged that General Kaulbars should overthrow the Bulgarian Regency has been betrayed.
